Information for wind farm developers

The offshore grid transports wind energy generated offshore to the mainland’s electricity grid. Construction of the offshore grid contributes to TenneT’s ambition to be a driving force behind the energy transition.

In addition to the 3.5 GW laid down in the ‘Roadmap for offshore wind energy’ (2015), TenneT will connect another 6.1 GW of offshore wind energy to the Dutch high voltage grid according to the ‘Roadmap for offshore wind energy 2030’ (2019). TenneT will establish eight standard alternating current (AC) connections, each with a capacity of 700 MW, up to and including 2026. Wind farms will be built further away from the coast in the IJmuiden Ver wind energy region from 2027. Given the large capacity (2 GW per connection), and to limit the loss of energy during transport, TenneT is carrying out this connection as a direct current (DC) connection.

In 2029 a total of 9.600 MW wind energy connected:

  • Commissioning 2021: 700 MW (AC) - Hollandse Kust (zuid) Alpha

  • Commissioning 2024: 700 MW (AC) - Hollandse Kust (west) Alpha 
  • Commissioning 2025: 700 MW (AC) - Hollandse Kust  (west) Beta
  • Commissioning 2026: 700 MW (AC) - Ten Noorden van de Waddeneilanden
  • Commissioning 2027: 2.000 MW (DC) - IJmuiden Ver Alpha

Developing together

TenneT is not developing the offshore grid alone.

TenneT thus undertook an intensive consultation process with various stakeholders, from the end of 2014 to the end of 2015. The consultation focused on the technology and planning associated with the design, construction and realisation of the offshore grid up to and including 2023.

The overarching goal was to work with the stakeholders to optimise the offshore grid at the lowest possible cost to society, together with the stakeholders. All the topics discussed, and the supporting documents, are listed below.

Standardisation in technology

In TenneT’s view, the best way to connect wind farm areas located relatively close to the Dutch coast to the grid is to use Alternating Current (AC) technology. The energy produced in these areas can be transmitted via a standard TenneT transformer platform that is connected to an onshore high-voltage station located near the coast via 220kV AC cables buried in the seabed.

This standardised connection system with a capacity of 700 Megawatts (MW) each is used by TenneT for the wind energy areas of Borssele (2 x 700 MW), Hollandse Kust (zuid) (2 x 700 MW), Hollandse Kust (noord) (700 MW), Hollandse Kust (west), and the area Ten Noorden van de Waddeneilanden.

The efficient connection of the wind energy areas further away from the North Sea, such as IJmuiden Ver, partly requires other techniques, such as a direct current connection rather than alternating current. A guiding principle is to develop the connections for these areas at the lowest possible societal costs, with the least disruption to the environment.

T.1 Voltage level

TenneT intends to standardise the offshore substations. Standardisation includes a standardised voltage level of the infield cables for all five wind areas to be realised in the coming years in line with the national Energy Agreement ("Energieakkoord"). TenneT intends to use 66 kV for the inter-array cable voltage level, assessing the impact of this decision versus the 33 kV alternative.

T.2 # of J tubes / bays

Depending on the design of the infield grid, the total costs of the grid connection may be reduced if one or two additional J-tubes are installed. This topic reflects on the amount of J-tubes on the offshore substation to be taken into account for connecting the Power Park Module (PPM). Regarding this subject, the assumption is made that the voltage level of the PPM system is 33 kV or 66 kV.
